The bipartisan measure targets financing for Russia’s war against Ukraine as attacks intensify. It passed the House over the objections of Democrats who opposed handing President Trump new tariff powers.

UNITED NATIONS — Ukrainian President Volodymyr Zelensky urged President Trump on Tuesday to use the tariff authorities in late-Sen. Lindsey Graham’s Russia sanctions bill and insisted that he’s “ready” to meet with Vladimir Putin in an effort to bring about an end to the war .

The legislation was named for the late South Carolina Republican. It gives the president authority to impose tariffs on top importers of oil and natural gas from Russia, such as China and India.

The bill was championed by GOP Sen. Lindsey Graham, who died suddenly just one day after announcing a deal had been reached with the White House to move forward.
